If on Rosh Chodesh (except for Teves-figure out the difference, even if you do not know the Halachic ramification) a person is called to the Torah when he is in the middle of Hallel, he should go up, say the berachos, and read the Torah quietly (as one is always suppose to). He should try to finish the paragraph of Hallel he is saying, or at least he should get to a logical stopping point. He should not be called up lechatchilah, unless he is the only cohen or levi.
