Shabbos Bulletin Parshas Noach 5780 and Tefilla Halacha

  1. A resident of chu”l who is in Eretz Yisroel from 7 Cheshvan through Dec 4, should say “v’sen tal u’mattar” like a ben Eretz Yisroel.
  2. If he is leaving Eretz Yisroel before Dec 4, he should continue saying “v’sen berachah”, but he should say “v’sen tal u’mattar” in shome’ah tefilah (right before ki atah shome’ah…).
  3. A ben Eretz Yisroel who will be going to chu”l after 7 Cheshvan, should continue saying “v’sen tal u’amattar
  4. A ben Eretz Yisroel who goes to chu”l before 7 Cheshvan, should say “v’sen tal u’mattar” in shome’ah tefilah (after 7 Cheshvan), and upon returning to Eretz Yisroel he should say it in its regular place.
  5. B’dieved, if these rules are not followed one does not repeat shmoneh essraiy (even though normally omitting “v’sen tal u’mattar” DOES require repeating the Tefilah)
  6. If the person is the chazzan, he should always conform to what the mokom he is in is doing.
