Shabbos Bulletin Parshas Noach 5780 and Tefilla Halacha
- A resident of chu”l who is in Eretz Yisroel from 7 Cheshvan through Dec 4, should say “v’sen tal u’mattar” like a ben Eretz Yisroel.
- If he is leaving Eretz Yisroel before Dec 4, he should continue saying “v’sen berachah”, but he should say “v’sen tal u’mattar” in shome’ah tefilah (right before ki atah shome’ah…).
- A ben Eretz Yisroel who will be going to chu”l after 7 Cheshvan, should continue saying “v’sen tal u’amattar”
- A ben Eretz Yisroel who goes to chu”l before 7 Cheshvan, should say “v’sen tal u’mattar” in shome’ah tefilah (after 7 Cheshvan), and upon returning to Eretz Yisroel he should say it in its regular place.
- B’dieved, if these rules are not followed one does not repeat shmoneh essraiy (even though normally omitting “v’sen tal u’mattar” DOES require repeating the Tefilah)
- If the person is the chazzan, he should always conform to what the mokom he is in is doing.
