If a woman inadvertently forgets to daven Minchah, it is praiseworthy for her to daven Maariv twice, though she is not obligated to do so.

If she were to daven Maariv once, even if she usually does not daven Maariv, it would be considered “Maariv”, not a “Mincha-replacement.”
