If a person enters a Shul, and hears the tzibbur saying “yehei shemei rabbah…..”, he should join them and respond “yehei shemei rabbah…”; he should not say the amein before yehei shemei rabbah unless the congregation is saying amein, and he is able to think about the previous phrase to which it refers.
The most ideal place to daven is a Beis Medrash where the voice of Torah is constantly heard; the next best place is a Shul (that is to say, a Shul which does not have learning going on there during the day).
