The tzibur should answer amein to the berachah of the Shatz, pause a moment, then begin modim deRabonon while bowing down, but should do so (beginning modim while bowing) only together with the Shatz’s bowing for his modim.
Sometimes the Shatz pauses before saying modem. If he does, pause too, and wait for him. The bowing of the Shatz and the tzibbur should be simultaneous.
