If a person finishes Shemoneh Essraiy and the tzibbur is up to Aleinu, he should say Tachanun and not “Aleinu…”. Although one is usually required to say “Aleinu…” together with the tzibbur, it is more important to say Tachanun immediately following Shemoneh Essraiy.

This is true both by Shacharis and by Minchah.
