If a person plans on davening maariv, and heard barchu from the chazzan before having a chance to say vehu rachum, he should respond to the barchu, and start the first berachah, and recite vehu rachum after his shemoneh esrei.

And certainly a person davening maariv may not speak after responding to barchu.
