The sheli’ach tzibbur must see to it to say the entire paragraph of modim out loud; minimally it should be loud enough for 10 people to hear him. (MB 124:41)

There are different customs regarding the tzibbur’s recital of modim d’Rabonon as the chazzan says the paragraph of modim; BUT IT IS certainly incorrect for the tzibbur and the sheli’ach tzibbur each to be bowing and saying the opening words of their respective modim anachnu lach… at different times! The point of modim d’Rabonon is to bow and say those opening words together with the chazzan.

(מא) מראש ועד סוף – עיין בספר ברכי יוסף דמסיק שלא יאמר אז מודים דרבנן אלא יכוין לשמוע מש”ץ המודים שהוא אומר והאידנא שנוהגין איזה חזנים לומר המודים בתחלתו בלחש לא יוכל לצאת תפלתו ע”י הש”ץ ולא ידעתי מאיזה מקום יצא להם המנהג הזה דאף דנוהגין הצבור לאמר אז מודים דרבנן מ”מ תפילתו ניתקן להוציא מי שאינו בקי וצריך לאמר עכ”פ קצת בקול שיוכלו לשמוע עשרה בנ”א העומדים סביבו:
